For instance- if I declare a variable in a function- it is available for all functions to use- correct?

when i get on youtube it tells me this

i downloaded it and it didnt work so i did it a couple of more times and i have windows vista pleaseee help me i need to use youtube if you have a good answer a lot of points 4 u thanks
also i checked to see if it was on and it was soo idk

how to enable javascript on the web? im asking this becuase i cant properly use facebook- it says i need to enable javascript- but it already is

I ve had the "Javascript is disabled" problem for about 2 months and absolutely NOTHING seems to work.
These are the things I did:

1. Clicked refresh once logged in - didn t work
2. Deleted Internet files and everything - didn t work
3. Did that thing with the regsvr jscript.dll and regsvr vbscript.dll - didn t work

I use Internet Explorer by the way. I ve tried these 3 things on Mozilla Firefox- which I have also- and nothing worked.

Anyone have a REALLY good solution? I know this question has been asked a million times before- but literally nothing is working for me.
